The Port of Tacoma Facilities Development Department is recruiting for a Senior Contracts Administrator. This is a full-time, exempt salaried position with full benefits. Starting salary range is: $54,168-$67,704 DOQ. Full Salary Range: Min: $54,168 Mid: $67,704 Max: $81,240
The Senior Contracts Administrator provides overall direction and has functional oversight for the preparation and administration of contracts for goods and consulting services which are maintained as the legal record for the Port of Tacoma. Serves as a technical resource to Port staff and is also responsible for ensuring contract management activities comply with Port resolutions, applicable administrative procedures, and adhere to Federal and Washington State law. The position prepares documents and administers the competitive selection process for major procurements of goods and professional services for all Port departments.
ESSENTIAL FUNCTIONS & RESPONSIBILITIES:
The duties include, but are not limited to:
•Develop standards, procedures and templates to support contract administration during the various phases of projects, including document organization, consultant authorization, distribution of proposal documents, preparation of contract award documents, vendor payments, and contract closeout.
•Provide functional direction and training to contract administrator and Port staff to ensure consistent compliance with the Port’s policies and procedures.
•Interface with Port departments to forecast upcoming contract needs and allocate staff resources to meet competing project schedule requirements.
•Prepare and issue Executive Authorization requests, professional service agreements, issues notice of award and notice to proceed.
•Develop requests for proposals or qualifications for major procurements for goods and services using the Port’s standard documents. Administer the solicitation and selection process.
•Evaluate proposals for accuracy and responsiveness.
•Prepare contract amendments, evaluate amendment cost proposals and monitor increases to ensure the Port complies with State and Port resolution boundaries.
•Track payments to contractors, consultants, vendors and agencies. Monitor for accuracy and compliance with contract requirements.
•Prepare financial summary information in the form of cash flow, project cost analysis, and in response to requests for information.
•Maintain and monitor contract files; review insurance, etc.; process contract closures, prepare for archiving; provide litigation support.
•Conduct independent contract administration audits and reviews to ensure that standards and procedures are being followed.
•Prepare correspondence relating to contract activities.
•Serve as the principal liaison between Port Departments and the Port’s financial auditors as regards contract issues. Ensure that the Port’s contract administration documentation responds to audit requests.
•Data collection and reporting for Apprenticeship Utilization and Supplier Diversity Programs.
•Performs other related duties as assigned.
WORKING CONDITIONS:
•Most duties and responsibilities are performed in an office environment. Most of the duties are performed sitting, with the majority of the day spent operating a telephone and personal computer. May require some bending and minimal lifting.
•Must be able to lift 1 to 10 pounds occasionally.
EDUCATION/EXPERIENCE QUALIFICATIONS:
The minimum education requirement is a four year college degree emphasizing business administration, accounting or related field. Specialized training in the requirements of contracting for goods and services in the state of Washington is required.
Previous job experience required should include a minimum of two years supervisory experience. Knowledge of applicable Federal and State laws, and insurance bonding requirements relating to public procurement is desirable.
KNOWLEDGE, SKILLS, ABILITIES & OTHER WORK CHARACTERISTICS:
Knowledge of general office machines, word processing, spreadsheet and database software, and typing skills are required. Requires a basic familiarity with contracts, accounting and management concepts. Excellent verbal and written communication skills and effective interpersonal relations skills required.
